and AI Officer (7395) in the I T - Administration.

OVERALL DESCRIPTION
The Chief of Data Analytics and AI Officer develops and implements
the company's data and analytics vision, collaborating closely with
leadership and senior executives from both business and technology
sectors. The focus is on fostering a data-driven culture throughout
the organization where data is viewed as a strategic asset that
generates business value. This position actively leads, defines,
and deploys top-tier data science and advanced analytics
capabilities in support of SEPTA's strategic plan, SEPTA Forward
ensuring the design and development of supporting technologies
aimed for scalability and reusability.
SPECIFIC RESPONSIBILITIES
- Develops and drives the vision for data, analytics, and
Artificial Intelligence / Machine Learning within SEPTA. Serves as
a thought partner for the business and enable the use of data as a
strategic asset to unlock business ambitions and value.
- Defines enterprise roadmap for managing data as an asset and a
utility, unified data formats, and strategy to continuously
streamline data landscape with end users in mind.
- Leads advanced analytics, business intelligence (BI), and
reporting efforts to enable data-driven business decision making
and process automation.
- Collaborates with key business leaders to understand,
prioritize, and deliver the data platforms and tools they need
based on key use cases in digital, commercial, operations, people,
and finance.
- Defines, manages, and advances enterprise information
management principles, policies, and programs for stewardship,
advocacy, and custodianship of data and analytics, in concert with
legal, information security, and corporate risk and compliance
offices.
- Builds strong relationships, credibility, and trust with key
business stakeholders to ultimately strengthen the data team's
credibility within the organization.
- Operates as a change agent to accelerate the journey of being a
best-in-class data-driven organization.
- Acts as a steward of data literacy throughout the
organization.
- Organizes and chairs a Data & Analytics Data Governance
organization, ultimately helping to establish and manage the
governance of data and algorithms used for analysis, analytical
applications, and automated decision making.
- Defines and deploys data science and analytics best practices,
including guidelines for tailoring analytics methodologies to
specific business needs.
- Fosters the creation of a data-driven culture and related
competencies and data literacy across the enterprise with a focus
on promoting data self-service.
- Develops and maintains controls on data privacy, data
residency, data quality, interoperability, and data sources to
effectively manage the corporate risk associated with the use of
data and analytics.
- Institutes processes and data governance to ensure data pulled
from various sources meets quality standards, is curated, and
enhanced for analytical use, driving towards a "single source of
truth".
- Oversees development and management of data infrastructure
(e.g., data lake) for improved data accessibility.
- Stays abreast of emerging technologies and practices including
but not limited to AI, Machine Learning,
- Fosters a community of practice for all data, analytics and
technology teams and colleagues across the enterprise as well as
provide direct analytical support where needed.
- Leads, builds and develops a motivated bench of technical
talent in the data engineering group that works closely with
Platform development teams and leverages next gen practices (e.g.,
MLOps, Data Ops).
- Additional responsibilities as assigned.
QUALIFICATIONS AND EXPERIENCE
- Master's degree in computer science, Engineering, Information
Technology, or related field and 15+ experience in data with
growing complexity and impact within data inclusive of data
engineering, data governance, data science, AI/ML, and
analytics
- Minimum 10+ Years of leadership with progressively increased
responsibility leading large scale, complex, and matrixed
organizations.
- Strong understanding of next gen data practices (e.g., MLOps,
Data Ops, Data Science) that can be applied to specific retail use
cases.
- Demonstrated track record of driving large-scale,
cross-functional change programs and transformation initiatives
through developing, articulating, and driving a strategy of where
and how data & analytics can create value and improve business
performance, with proven results.
- Analytics expert with experience in delivering data science
initiatives, accelerating analytics-driven outcomes, and
transforming data into business value,
- Fluent in data technologies such as data governance tooling,
data platform technologies, information database management and
enterprise architecture principles.
- Knowledge leading the ideation & design of campaigns across the
analytics use cases and manages the Objectives and Key Results
under an Agile methodologies for end-to-end delivery.
- Experience managing a large portfolio of programs/projects and
associated ongoing prioritization and resource allocation to ensure
that the crucial business initiatives are delivered.
- Proven experience leading large data organizations with a
customer-first mindset, seeking to reimagine customer/ end-user
experience.
- Experience building a culture around data sharing, governance
and hygiene while bringing expertise and sensitivity to data
security, risk, and compliance.
- Experience leading a team of database administrators, data, and
integration architects to ensure high availability of data and the
underlying infrastructure.
- Experience in establishing a secure integration architecture
framework in cloud, on-premises, and hybrid environment.
- Demonstrated experience of various technology frameworks (i.e.
ITIL, DevOps, NIST-CSF).
- Expertise with cloud, Advanced Analytics, and Business
