IntroductionThe Division of Workforce Development and Adult Learning's mission is to ensure businesses have the skilled workforce they need to compete in the global marketplace, and to build a strong pipeline of qualified workers by reaching jobseekers - especially individuals with barriers to employment - with the workforce system's employment and training resources. The Division oversees the operation of Maryland's 30 American Job Centers located in each county of the State. The Director of Workforce Development will lead initiatives to strengthen workforce pipelines through innovative programs, strategic partnerships, and community engagement. Charles Street, Baltimore, MD 21201Main Purpose of JobThe Director of the Office of Workforce Development for the Maryland Department of Labor's Division of Workforce Development and Adult Learning directs, guides, and organizes all aspects of programs and customer service within the Office of Workforce Development, including the foundations of the public workforce system, Maryland's network of American Job Centers (AJCs), and the Maryland Workforce Exchange which have a major impact on the agency's mission and operations. The Director will be expected to prioritize meaningful and consistent partnership, communication, and collaboration with local workforce directors and other key stakeholders. The Director represents the Department before federal, state, and local officials, legislative committees, and executives of other agencies concerning program activities within the Department. The Director ensures the strategic alignment of programs and resources to best serve businesses and jobseekers while growing Maryland's economy.POSITION DUTIES

  • Directs, guides, and organizes all aspects of programs and customer services within the Division of Workforce Development.
  • Ensures the delivery of high-quality workforce development services that support the needs of Maryland's businesses, jobseekers, and labor force.
  • Develops work requirements and objectives for the Office of Workforce Development.
  • Establishes overall program goals, standards, and controls to meet program objectives and oversees their achievement.
  • Oversees Local Workforce Area operations to meet goals and standards established in accordance with the State's Strategic Plan.
  • Plans, organizes, implements, and administers policies and procedures to ensure administrative and operational goals, objectives, and performance measures are met.
  • Interprets federal workforce development and departmental policies, providing guidance and technical assistance to the Workforce System.
  • Develops interagency partnerships with other agencies and professional organizations to assess, discuss, resolve issues, and coordinate activities.
  • Oversees fiscal processes for assigned program areas, including developing spending plans and managing program expenses.
  • Ensures compliance with all applicable federal, state, and local laws as well as departmental and programmatic regulations.
  • Represents the agency before federal, state, and local officials, legislative committees, and senior managers concerning program activities.
  • Oversees Workforce Performance Unit operations, including the Maryland Workforce Exchange (MWE) Website and customer support Helpdesk.
  • Enhances customer satisfaction through organized customer support processes.
  • Manages procurement processes and coordinates material and resource allocation.
  • Reviews financial information and adjusts operational budgets.
  • Ensures that information systems and data collection enable the state to meet federal performance reporting requirements.
  • Analyzes national level proposals and data regarding workforce development to contribute input into national workforce development regulations.
  • Participates in executive meetings and retreats to develop departmental goals and objectives.
  • Ensures accessibility of special programs that meet the needs of various populations.
  • Initiates collaborative efforts with State government and partner agencies to determine current demand for various occupations.
  • Participates in national workgroups and conferences to remain abreast of trends in workforce development.
  • Attends meetings with state agencies and local partners to promote Workforce Development services.
  • Negotiates cooperative agreements with other departments to improve customer services and enhance effectiveness in service delivery.MINIMUM QUALIFICATIONSEducation: Bachelor's degree from an accredited college or university.Experience: Ten (10) years of leadership and management experience, including supervising and overseeing multiple units and programs. At least three (3) years of Workforce Development experience.SPECIAL REQUIREMENTSAll candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud.
