Job Description:
ResponsibilitiesThe Business Development & Capture Director for
the Department of Health and Human Services (HHS) will report to
the Vice President of the Federal Civilian Mission (FedCiv) Area
and is responsible for managing opportunity identification,
qualification, capture and proposal activities of a professional
services/solutions pipeline that spans multiple HHS Operating
Divisions (OpDivs). This person will also collaborate with the
Division Director of Health Solutions to develop capture strategies
that expand Noblis' existing footprint and source new
opportunities. This person will directly gather, assess, and
validate customer requirements, as well as lead the capture with
the extended capture team to develop a winning solution. He/she
will be expected to collaborate with team members, business
development, operational leadership, and SMEs, across all FedCiv
and Noblis accounts, to build and execute call plans to position
Noblis for successful pursuits and the submission of competitive
proposals.Key Responsibilities
- Emphasize strategic leadership: Include responsibilities for
developing and executing the mission area or shared services
strategy, as well as contributing to overall corporate
strategy.
- Highlight executive advisory role: Specify that the position
serves as a strategic advisor to executive leaders, particularly in
high-risk, high-impact decisions affecting strategic business
direction.
- Increase scope and autonomy: Emphasize that the role works on
novel, diverse, and "state-of-the-art" issues/problems with large
scope, impact, cost, and importance. Mention that the position
receives only general strategic and business direction.
- Deepen industry knowledge: Stress the need for demonstrating
deep understanding of industry dynamics and political
sensitivities.
- Enhance strategic networking: Expand on the responsibility to
influence and maintain strategic alliances, creating complex
resource networks involving both internal and external groups.
- Innovation focus: Include duties related to encouraging
innovation and collaborative problem-solving across the
organization.
- Establish leads/contacts with potential customers, develop and
provide company awareness, attend marketing/business development
conferences/seminars, provide information for bid/no bid decision
making, and assist with developing teaming arrangements with other
companies.
- Drive the development of a robust and productive HHS pipeline
(i.e. volume of quality opportunities through bid gates) that are
aligned to the corporate and FedCiv strategy to achieve growth
goals and objectives.
- Meet with prospective customers, contracting representatives,
teaming partners, and others to ascertain intelligence on
prospective opportunities and customer requirements.
- Evaluate government debriefs, proposal/solution materials, and
project performance to ensure timely adjustments to HHS account
strategies to meet changing market and competitive conditions.
- Work collaboratively across Noblis on corporate must-win
opportunities to identify and acquire new business for Noblis and
its customers.
- Formulate market strategies and plans to close on opportunities
driving all aspects from Explore to Pursuit through Pre-Proposal
phase.
- Identify and target specific customers for growth opportunities
based on past performance and contract placement.
- Direct and participate in customer discussions with innovative
technical solutions.
- Gather, assess, and validate customer requirements, issues, and
risks.
- Develop value propositions and identify/develop early win
strategies.
- Plan and participate in opportunity activities, to include
workshops, industry events, opportunity gate reviews, black hat
sessions, collaboration sessions, and proposal color team
reviews.
- Formulate responses to RFIs, and sources sought, and
significantly contribute to the development of proposals.
- Work and execute a rapid response plan that includes all
necessary roles and services to respond to government RFP
timelines.
- Partner with Health Solutions Division Director to develop,
maintain, and refine HHS Account strategy.
- Maintain the opportunity record in the corporate CRM tool and
record all capture activities to promote transparency and business
continuity.
- Brief capture status regularly at specified milestones in the
capture process, when material changes occur and as needed.
- Conduct after action reviews for all business opportunities,
document lessons learned and identify necessary adjustments to
capture technique, strategy, and actions.This is a Hybrid
role!Required Qualifications
- Bachelor's degree in a related field and 15+ years of related
experience, OR Master's and 13+ years with a successful business
development track record at HHS.
- Ability to obtain a Public Trust or Suitability Clearance.
- Established high level executive relationships and contacts
across HHS, with specific emphasis on CMS, NIH, FDA, and CDC.
- Leadership skills to develop, organize and execute significant
capture activities, including building industry teams, assessing
win probability, ensuring execution of customer call plans to shape
acquisitions in order to respond to and win business with new and
existing customers.
- Excellent working knowledge of all phases of the business
development lifecycle.
- Knowledge, experience, and success in winning captures and
proposals $50M+.
- Demonstrable understanding of all contract types (non-IDIQ,
IDIQ - single or multiple award contracts), as well as payment
types (e.g., FFP, T&M, cost plus).Desired Qualifications
- Sound understanding of HHS OpDivs, operations, and
challenges.
- Demonstrated capability in creating and executing customer call
plans and fostering productive relationships with both known and
new HHS OpDiv clients.
- Demonstrated working knowledge of the Federal Acquisition
Regulations (FAR).
- Solid knowledge of Salesforce CRM and pipeline management
functionality, reports and dashboards.
- Excellent interpersonal, problem solving, and business
acumen.
- Demonstrated experience coaching capture teams and interacting
with all levels of executive and line management.
- Experience dealing with senior executives; ability to work
efficiently in fast-paced, time-sensitive and often multi-tasking

including but not limited to, the combination of education,
certifications, knowledge, skills, competencies, and experience,
internal and external equity, location, clearance level, as well as
contract-specific affordability, organizational requirements and
applicable employment laws. The projected compensation range for
this position is based on full time status. For part time or
on-call staff, compensation is proportionately adjusted based on
hours worked. While monetary compensation is important, it's just
one component of Noblis' total compensation package.Posted Salary
