In this position, you will be responsible for overseeing Agency IT Portfolio Managers and working with leadership of those agencies to increase business value through technology while optimizing IT spend through application rationalization across the various agencies. As one of BCIT's Senior Leaders, this individual will be expected to:

  • Act with transparency and integrity.
  • Provide both strategic and tactical leadership.
  • Avoid siloes and demonstrate a commitment to solving the problems and challenges that impact BCIT and the City in a unified manner.
  • Lead technical teams in a fast-paced environment with an emphasis on timely and quality service delivery.
  • Provide thoughtful and constructive oversight guided by the strategic priorities, mission, vision and values of BCIT.
  • Utilize expertise to continuously improve BCIT as a whole and better serve the City of Baltimore community.
  • Consistently work to streamline, increase efficiency and provide frictionless interactions for our customers.ESSENTIAL FUNCTIONS:
    • Manages Agency IT Portfolio Managers and the non-enterprise business applications used by agencies in fulfillment of their missions.
    • Provide strategic direction for the applications in each Agency portfolio. Oversees the delivery of increased business value through technology to all agencies through agency roadmaps and application rationalization.
    • Builds and maintains relationships with multiple agency leadership members and key vendors; ensures that the goals of each agency are realized in the value delivered by vendors.
    • Negotiates contract scope, favorable terms, and SLAs and works strategically with vendors to ensure agency IT needs are met.
    • Manages resources for both operations and project-based work. This includes projecting demand relative to the roadmap and addressing future needs.
    • Manage Agency capital and O&M costs and ensure financial controls and reporting are adhered to.
    • Ensures the proper standards and SOPs are in place to manage the application portfolio.EDUCATION AND EXPERIENCE REQUIREMENTS:EDUCATION: Bachelor of Science degree in Information Technology Management, Computer Science, Computer Engineering or a related discipline from an accredited college or university.ANDEXPERIENCE: Have ten (10) years of related experience as a senior leader managing either a portfolio or software engineering team; including seven years of people management responsibilities of mentoring, coaching, developing, aligning expectations and evaluating performance. Excellent verbal and written communication skills. Previous IT experience in government is preferred. Experience in large scale and agile project management methodologies. Ability to manage change across multiple groups and functional areas. Demonstrated ability (consistent) of helping people or community involvement.ORNOTES (EQUIVALENCIES): Have an equivalent combination of education and experience. Non-supervisory experience or education may not be substituted for the required supervisory experience. If degree is unrelated to IT, then specialty IT experience is required. Advanced technical credentials may be substituted for six months of experience or education. Multiple certifications may receive additional credit towards education/experience.KNOWLEDGE, SKILLS, AND ABILITIES:
      • Experience leading software engineering teams.
      • Experience decoupling complex software systems.
      • Experience in vendor management and contract negotiation.
      • Ability to demonstrate awareness of business and organizational sensitivities and reflect this in approaching and communicating change.
      • Highly developed organizational and planning skills.
      • Excellent written and verbal communication and project management skills.
      • Ability to multitask and work in a fast-paced environment.
      • Must be self-directed and demonstrate the ability to educate and influence others.
      • Ability to build and manage relationships with stakeholders.
      • Experience with managing budgets and adhering to financial controls.
